By using this website you agree to comply with and be bound by, the following terms and conditions of use. Together with our privacy policy, these terms govern STEP’s relationship with you when you use this website.

The term ‘STEP,’ ‘us’ or ‘we’ refers to the owner of the website whose registered office is John Player Building, Stirling, FK7 7RP. Our company registration number is SC085314. The term ‘you’ refers to the user or viewer of our website.

Use of this website is subject to the following terms of use:

  • The content of this website is for your general information and use only. It is subject to change without notice.
  • This website uses cookies to monitor browsing preferences. If you allow cookies to be used we may store browsing and personal information.
  • We do not provide any warranty or guarantee as to the accuracy, timeliness, performance, completeness or suitability of the information and materials offered on this website. You acknowledge that such information and materials may contain inaccuracies or errors and we expressly exclude liability for any such inaccuracies or errors to the fullest extent permitted by law.

To ensure we meet all of your needs and requirements on the day of your event, please provide all of the necessary information required as soon as possible but by no later than 48 hours of the date of your booking.  We will endeavour to accommodate any further changes made with less than 48 hours’ notice but cannot guarantee they will be met.

Management reserve the right to move your booking to another meeting room without notice or additional charge but within the same building, for your comfort and to make the best use of our facilities. However, on very rare occasions we may move your booking to another of our business centres, at least 48 hours’ notice will be given for you to approve the change in venue.

Venue Hire duration:

  • Half-day booking (AM) – 8.30am – 12.30pm 
  • Half-day booking (PM) – 1.00pm – 5.00pm. 
  • Full-day booking – 8.30am – 5.00pm.

Meeting rooms must be vacated by the times stated. Any extension may incur additional charges.

Our business centres close at 5pm and all public areas are locked. We respectfully ask all users to vacate the meeting rooms by 5pm unless you have arranged for additional staffing/security prior to your arrival. This service is available with minimum 24 hours’ notice and is charged at £40 plus VAT per hour. Management reserve the right to add this charge to your invoice should any of our team members need to stay after 5pm without prior notice or arrangement.

We use local caterers and offer a variety of food options to suit your needs and budget. Please provide us with at least 48 hours’ notice of final delegate numbers any dietary requirements. Catering is to be ordered via our Event Catering menu. No catering should be brought to the venue, charges will be incurred if any catering is brought on site.

All our equipment is PAT tested and meet legal requirements. Any electrical equipment brought to the business centres must also comply with legislative requirements.  Management reserve the right to charge for any damages or disruption caused to or on our property or services due to the use of your electrical equipment.


All cancellations must be emailed to reception@stepscotland.co.uk or lmelville@stepscotland.co.uk.

  • Cancellations received seven calendar days or more before the event start date will be entitled to a full refund if paid in advance and no cancellation fee will apply.
  • Cancellations received with less than one weeks’ notice, but more than two working days, will be liable to pay 50% of the booking costs.
  • Cancellations received with less than two working days’ notice will be subject to full charges.

At STEP the aim is to help local businesses, start-up firms, and new and growing small businesses with the option of easy in, easy out tenancy and membership agreements.



While attempting at all times to keep formalities to a minimum, we do ask potential Members to provide a reference, together with a completed Application Form before the Agreement can be issued and signed. As soon as the Application Form has been received by STEP, the documentation can be prepared and issued.


The Agreement must be signed by the user before occupying the space.  Please check the Agreement carefully to see that all details are correct. The Agreement is an important document and you should only sign it if you wish to be bound by its terms. If you have any concerns, please seek independent legal advice on its terms.

One month’s rental charge plus VAT payable in advance plus a returnable deposit must be made at this stage.  The rental charge is payable by direct debit and a form is issued to the Member for completion along with the Agreement.  The direct debit form must be returned to STEP with the Agreement, the deposit and the first month’s rental payment.

The Agreement will not be binding on STEP until signed on their behalf and a copy of the completed Agreement will be given to the Member. This returnable deposit will be credited back to the Member in full when he/she vacates the space within the terms of the Agreement subject to deductions being made for any outstanding accounts or damage to the space/equipment.   Any other dilapidations required will be noted and sent to the Member prior to any works being carried out.


Standard Agreements are:

  • Rolling month to month for Co-Working space
  • 6-Month Agreement for Hot Desking facilities

You can move in as soon as payment has been made and the Agreement and direct debit have been signed and returned to the Property Team. 

  1. KEYS

Hot-Desking: – You will not be issued with any keys. You will be issued with the code to access the shared office space.

Co-Working: – You will be issued with one key for the STEP Reception front doors. You will also be issued with the code for the front door and the code to access the shared office space. This key must be signed for and returned on termination of the Agreement.  Failure to return any keys issued will result in recharge costs being incurred.  Any loss of keys should be reported immediately to STEP.  Replacement or additional keys must only be supplied by STEP. 


Hot-Desking: – Access to the office space will be available 8.30am – 5.00pm Monday-Friday.

Co-Working: – You may use your unit at any time of the day or night, subject to compliance with the security regulations.  (See paragraph on Security – Item 22).

Out of Hours (Co-Working only)

Front door – The front door must be locked at all times after 5pm and before 8.30am Monday to Friday and throughout the duration of the weekend.


Wi-fi is included in the monthly rental cost. No phones are provided or available. You will be issued with the wi-fi password when you take occupancy of the space. (See wi-fi terms and conditions at Appendix 1)


Strictly no signage, posters etc to be placed on walls, windows or any other surface. This is shared space and anything that is displayed on walls, windows, doors, or that is left on desks will be removed immediately by STEP staff.


STEP provides commercial training, venue hire and support for businesses.  Members benefit from discounted rates:

  • Leadership Development Programme
  • Meeting Room and Event Space Hire
  • Technology Centre

 STEP also hosts monthly business networking events, rural roadshows and sector focussed events as well as providing funding support and assistance.

STEP provides the Business Gateway service for the Stirling area.  This is a funded Business Advice Service using experienced Business Advisers.  This service is not exclusive to tenants, but they are encouraged to use this service.  Business Gateway services can include:

  • Business Tailored One-to-One Advice
  • Business Advice (Start-up and Growth)
  • Business Workshops and Training
  • Specialist Support and Consultancy
  • Information and Market Research Service

Shared Office Space charge includes the following:

  • Wi-fi
  • Heat, power and light
  • Toilets
  • Car Parking
  • Security visits
  • Cleaning of office space and common areas
  • Fire alarm system
  • Refuse disposal
  • Building insurance
  • Property Team assistance
  • Business Adviser
  • Landscaping and grounds maintenance

Services which may be available at a charge per use basis:

Services not included

Only STEP branded materials may be displayed in consumer facing areas such as reception(s) / waiting area(s). This is to not confuse any customers as to where they are visiting and to ensure that these areas are not used to promote/advertise various conflicting brands.

No other materials are permitted to be displayed in reception(s) / waiting area(s) / shared office space(s). This policy is strictly monitored and any non-STEP branded materials will be removed immediately.

Areas that are not front of house or shared space can be used for any Tenant and Member communications or promotional needs. Materials are therefore permitted in private communal areas. Please contact the Property Department if you are unsure where these areas are in your building.


Car parking is available in the designated areas around the Enterprise Park.  Parking is entirely at the owner’s risk and the STEP Management take no responsibility for loss or damage to vehicles.

Cars, vans, etc. must be parked only in the designated parking areas.  They must not be parked on double yellow lines/yellow gridded areas as this restricts access for emergency vehicles.

Disabled bays – Without a valid Blue Badge you are not permitted to park in a Disabled bay

Hatched lines – Cars parked close to the building are a risk in the event of fire and they also restrict emergency vehicle access. The Fire Service therefore insist we mark these ‘no-parking’ hatched areas and we must also take steps to enforce this parking restriction. 

Double Yellow Lines – These areas are for Emergency Vehicles only and parking here is in breach of Fire Service Regulations. Vehicles can load/off-load on double yellow lines but must be moved immediately.

Vehicles not parked in designated parking bays will be asked to move and should do so immediately. This is for the health and safety of everyone on site and it is essential that these regulations are observed at all times.

Car parking arrangements may be changed at any time by the STEP Management with no prior notice.


The building conforms to the statutory requirements of the Local Authority in response to Building Regulations, Structural Safety, means of escape and general fire-fighting.

Fire-fighting equipment in the shared office space, corridors and common areas is the property of STEP and should not be moved.                                

The building is equipped with a number of emergency escape exits that lead directly out into the open air and you and your staff must familiarise yourselves with the nearest escape route on either side of the entrance door to the shared office space.

The building is also equipped with fire alarm break glasses and you should be aware of the nearest alarm to the share office space.

In the event of a fire, break the nearest fire alarm glass and use a phone to contact the Fire Service.  If you are able to take prudent action to put out the fire then do so, but priority is vacating the premises.         

In the event of a fire alarm being sounded, everyone must vacate the building and gather outside.  No one should return to the building, even when the sounder stops, until instructed to by a member of STEP staff or the Fire Officer.

STEP is a responsible Landlord that takes the health and safety of all tenants and visitors seriously. Please ensure you familiarise yourself with the STEP Fire and Emergency Evacuation Plan.

Alarm tests are carried out in accordance with the regulations, usually on Monday morning at 10.00 hours.  Fire drills are carried out in accordance with the fire regulations.  Members should familiarise themselves with the ‘Member Fire Procedure’ notice, a copy of which is displayed on the inside of the shared space entrance door.  


All Health and Safety legislation must be adhered to. Members are responsible for providing their own First Aid equipment.


Members must comply with all legislation in respect of electrical equipment e.g. arrange to carry out regular testing of portable appliance equipment (PAT testing) of any electrical equipment brought in to STEP.


STEP insures the building against fire and other perils. Members are responsible for their own Third Party liability insurance cover, along with contents insurance, business loss insurance and all other insurance required by the business.


The Member agrees to make payments in accordance with the terms of the Agreement which are:

  • Payment: To pay by Direct Debit the rent and other charges in full and in such manner and at such time or times as each shall become due.
  • Interest on Late Payment: To pay interest at the rate of 5% above the base rate of the Bank of Scotland on any rent, service charge, or other charge which remains unpaid for more than 14 days from the date that payment is notified as being due, plus an administration fee of ten pounds sterling (which the Landlord may adjust from time to time by notice to the Member).

All Member related issues should be directed to Laura Melville, Property Manager or Steven Sorley, Maintenance Supervisor.


Processes which may cause a nuisance to other Members should be discussed with and approved by STEP before they commence.  Absence of such prior approval will result in a request to cease operating or in termination of your Agreement.

Members should operate at all times to avoid inconvenience to other Members / Users.


Mail Collection: Mail is collected daily at 3.30 p.m. from STEP Reception.  Members may join the Mail Franking Service for which there is an annual fee.  Details of the service can be obtained from STEP.  Alternatively, pre-paid or mail with stamps can be left in the post room for collection.

Mail Delivery: There is an additional charge if you wish to have your mail delivered to STEP. The Property Department can provide further details.


All refuse should be placed in the bin provided which will be emptied each evening (Monday – Friday).  The following items must not be disposed of in the waste bin, members should organise their own removal or uplift of these items:

  • Electrical equipment
  • Batteries

Co-Working Only

The procedures for opening and closing all exit doors are:

  • STEP staff will unlock all exit doors at around 8.00 a.m. Monday to Friday.
  • STEP staff will lock all exit doors at around 5.00 p.m. Monday to Friday.
  • All communal external doors must remain locked outside of these hours and at weekends and selected public holidays.

There are also three security visits each evening where the internal and external of the building is patrolled.

Access Hours: See Point 7, Access.


The STEP maintenance team provide a callout service for the business and its tenants to ensure all STEP buildings are secure at all times.   Security/maintenance callouts outwith office hours are rechargeable, upon application, you will be given Appendix 2: STEP Callout Procedure with further information and details of costs. 


Communal toilets and toilets for the disabled are available and serviced by STEP.  Members are expected to use the toilets with care and consideration for others.

25. WIFI TERMS AND CONDITIONS                                                                            

By using our internet service, you hereby expressly acknowledge and agree that there are significant security, privacy and confidentiality risks inherent in accessing or transmitting information through the internet, whether the connection is facilitated through wired or wireless technology. Security issues include, without limitation, interception of transmissions, loss of data, and the introduction or viruses and other programs that can corrupt or damage your device.

Accordingly, you agree that the owner and/or provider of this network is NOT liable for any interception or transmissions, computer worms or viruses, loss of data, file corruption, hacking or damage to your computer or other devices that result from the transmission or download of information or materials through the internet service provided.

Use of the wireless network is subject to the general restrictions outlined below. If abnormal, illegal, or unauthorized behaviour is detected, including heavy consumption of bandwidth, the network provider reserves the right to permanently disconnect the offending device from the wireless network.

Examples of Illegal Uses

The following are representative examples only and do not comprise a comprehensive list of illegal uses:

  • Spamming and invasion of privacy – Sending of unsolicited bulk and/or commercial messages over the Internet using the Service or using the Service for activities that invade another’s privacy.
  • Intellectual property right violations – Engaging in any activity that infringes or misappropriates the intellectual property rights of others, including patents, copyrights, trademarks, service marks, trade secrets, or any other proprietary right of any third party.
  • Accessing illegally or without authorization computers, accounts, equipment or networks belonging to another party, or attempting to penetrate/circumvent security measures of another system. This includes any activity that may be used as a precursor to an attempted system penetration, including, but not limited to, port scans, stealth scans, or other information gathering activity.
  • The transfer of technology, software, or other materials in violation of applicable export laws and regulations.
  • Export Control Violations
  • Using the Service in violation of applicable law and regulation, including, but not limited to, advertising, transmitting, or otherwise making available ponzi schemes, pyramid schemes, fraudulently charging credit cards, pirating software, or making fraudulent offers to sell or buy products, items, or services.
  • Uttering threats;
  • Distribution of pornographic materials to minors;
  • Child pornography.

Examples of Unacceptable Uses

The following are representative examples only and do not comprise a comprehensive list of unacceptable uses:

  • High bandwidth operations, such as large file transfers and media sharing with peer-to-peer programs (i.e.torrents)
  • Obscene or indecent speech or materials
  • Defamatory or abusive language
  • Using the Service to transmit, post, upload, or otherwise making available defamatory, harassing, abusive, or threatening material or language that encourages bodily harm, destruction of property or harasses another.
  • Forging or misrepresenting message headers, whether in whole or in part, to mask the originator of the message.
  • Facilitating a Violation of these Terms of Use
  • Hacking
  • Distribution of Internet viruses, Trojan horses, or other destructive activities
  • Distributing information regarding the creation of and sending Internet viruses, worms, Trojan horses, pinging, flooding, mail-bombing, or denial of service attacks. Also, activities that disrupt the use of or interfere with the ability of others to effectively use the node or any connected network, system, service, or equipment.
  • Advertising, transmitting, or otherwise making available any software product, product, or service that is designed to violate these Terms of Use, which includes the facilitation of the means to spam, initiation of pinging, flooding, mail-bombing, denial of service attacks, and piracy of software.
  • The sale, transfer, or rental of the Service to customers, clients or other third parties, either directly or as part of a service or product created for resale.
  • Seeking information on passwords or data belonging to another user.
  • Making unauthorized copies of proprietary software, or offering unauthorized copies of proprietary software to others.
  • Intercepting or examining the content of messages, files or communications in transit on a data network.
  1. Membership

    Members must provide the STEP Technology Centre with accurate contact details and inform the STEP Technology Centre if these change.

    Memberships are non-transferable and non-refundable.

    Only authorised Members can use the STEP Technology Centre. An alternative person is not permitted to attend a booking in place of an authorised Member.

    1.4 An induction course will be carried out before any member is authorised to use the machine(s) in the STEP Technology Centre.  Centre staff will take all Members through the safe system of work (SSOW) on each machine/process that is used within the STEP Technology Centre and will also deal with the risk assessment of using that process/machine. Once the induction, SSOW and risk assessments are complete, Member(s) are required to work to these requirements and STEP staff are required to keep a record of who has been trained.  Sign off is also required by members and users once training has been given.

    1.5 In addition to the signed induction training (Point 1.4), Members are also issued with the STEP Fire and Emergency Evacuation procedure document. Members must familiarise themselves with this and sign to acknowledge receipt. 
  1. Bookings

    Members must book access to the STEP Technology Centre and equipment prior to arrival.

2.2 The Member making the booking must be present during the activity for which the booking is made. Only named Member(s) can attend sessions.

2.3 Bookings must be made to allow plenty of time for the operation to be completed within the opening times of the STEP Technology Centre.

2.4 Minimum booking time is one hour. 

2.5 Members must allow enough time during each individual booking, to assess CAD/electronic files, clean equipment after use and ensure the general work area is clean and clear with all tools and equipment returned to their correct place after use.

2.6 Over-running the allocated time booked / any additional time in the Centre by the hour, or part thereof, will be charged at the full hourly rate.

2.7 During periods of high activity, access to particular equipment may be limited.

2.8 Exclusive booking of the STEP Technology Centre to produce confidential prototypes must be discussed and agreed in advance with Centre staff.

2.9 Cancellation of bookings – Members must give at least 48 hours’ notice to STEP staff if they wish to cancel a booking. There will be no charge for cancellations where more than 48 hours’ notice is given. Cancellations made within 48 hours of a booking will be charged at the full hourly rate for the duration of the time booked.

2.10 Non-attendance at pre-booked sessions will be charged at the full hourly rate for the duration of the booking made.

2.11 At busy times, members and users may be asked to ‘share’ the work areas with others.

  1. Entry

3.1 The STEP Technology Centre staff reserve the right to exclude individuals and/or withdraw membership, especially in respect to disorderly, threatening or abusive behaviour without refund.

3.2 Members and users must inform STEP Technology Centre staff and STEP Reception, prior to entry, if they require additional assistance in the event of an emergency evacuation. 

3.3 The STEP Technology Centre has a maximum usage capacity. The STEP Technology Centre staff reserve the right to refuse entry or request people to leave should numbers reach the maximum usage levels, or if unauthorised individuals attempt to enter the Centre.

3.4 STEP Technology Centre staff reserve the right to refuse admission to the STEP Technology Centre at their discretion.

  1. Materials

4.1 STEP Technology Centre staff do not provide materials but they can advise where to purchase the materials that you require. If there are surplus materials in the STEP Technology Centre, these may be available to purchase and you will be invoiced accordingly.

  1. Charges

5.1 Annual subscription is to be paid in full at the start of the Agreement and is non-refundable. Agreement renewals will be issued before the first anniversary and before the end of each following annual term.

5.2 An hourly rate is charged for use of the Centre and Members will be invoiced on a weekly basis. Invoices must be paid timely and in accordance with STEP payment terms (30 Days).

5.3 See 4.1 

5.4 The Member agrees to pay on demand, the Landlord’s reasonable costs for:

  • Annual Membership of the STEP Technology Lab
  • Hourly rate for usage of the Centre (invoiced monthly)
  • Cost of materials used, if provided or sourced by STEP
  • The recovery of any arrears or other sums due from the Member
  • Remedying any breach by the Member of the terms of this Agreement
  • Damage to centre or its equipment, malicious or otherwise

  1. Increase in charges

6.1 The Landlord may at any time increase the annual membership fee and the hourly rate charge for use of the STEP Technology Centre. The increased charges shall become payable upon membership renewal date.

  1. Facilities

7.1 There are no storage facilities in the STEP Technology Centre, hence each member and user is required to remove their work at the end of the session.  Valuables, materials and any personal belongings should not be left in the STEP Technology Centre once the session is over and at any point where the Centre is unattended during the booking.

7.2 Any damage to the STEP Technology Centre or its equipment must be reported promptly to Centre staff and the cost of any damage must be paid for by the member or user.

  1. Access to the STEP Technology Centre

8.1 The STEP Technology Centre facilities close over the Christmas and New Year period, Easter weekend as well as other STEP holidays. These will be identified by posters in the building and on the STEP website. The STEP Technology Centre is also closed at evenings and weekends unless booked in advance and an additional ‘out of hours’ charge will be agreed prior to any out of hours bookings.

8.2 Access to the STEP Technology Centre is restricted to members and users only. Application forms and agreements must be signed before entry is granted, along with a signed confirmation that you have been provided with training and the STEP emergency evacuation procedure. 

8.3 The STEP Technology Centre reserves the right to close beyond advertised opening hours in the event of extreme weather conditions, unforeseen circumstances causing health and safety concerns or if staffing levels require.

  1. Health and Safety

9.1 Members are issued with the STEP Fire and Emergency Evacuation procedure document. Members must familiarise themselves with this and sign to acknowledge receipt.  In the case of emergency, all persons will be required to follow the STEP emergency evacuation procedures.

9.2 The STEP Technology Centre staff reserve the right to cease or cancel a working operation if, in their opinion, Health and Safety is being compromised at any time.

9.3 All accidents must be notified to STEP Technology Centre staff immediately and be recorded in the Accident Book.

9.4 Fire escape routes and exits must not be obstructed, fire doors must be kept shut.

9.5 Fire extinguishers must not be obstructed or removed from position.

9.6 If in the opinion of STEP staff, Members are working in such a manner as to put themselves, employees, visitors any other person, or property and equipment at risk, the Member will be requested to stop work immediately and make the area safe before leaving the premises.

9.7 Members are responsible for their own Health and Safety and the Health and safety of others in their charge and Members are responsible and accountable for any accident / damage caused during the course of their work/as a result of their actions/decisions.

9.8 Staff will be in attendance at all times unless user is competent to be left alone but we accept no responsibility for misuse of the centre or its equipment or personal injury.

  1. Member’s additional obligations

10.1 The Member agrees to comply with all reasonable regulations for the property management of the Property as are made by the Landlord as set out in this agreement and notified to the Tenant in writing.

  1. Termination
    11.1 The Landlord will terminate this Agreement if:
  • any amounts are unpaid 30 days after becoming payable under this Agreement (whether formally demanded or not);
  • there is a breach by the Member of any terms of this Agreement;

11.2 then in each such case the Landlord may, on written notice, terminate this Agreement, but without prejudice to the other rights or remedies of the Landlord.

  1. Miscellaneous

12.1 Nothing in this Agreement impliedly grants to the Member any rights other than those expressly granted by this Agreement.

12.2 The Landlord accepts no responsibility for loss/damage to personal effects whilst attending the STEP Technology Centre or for effects that are left in the STEP Technology Centre.

12.3 In the event of any dispute with regard to the Terms of this Agreement, the Landlord’s decision will be final.

12.4 STEP reserves the right to amend these Agreement Terms as appropriate.

  1. Consent

13.1 The parties will be required to consent to a Membership Agreement and agree to adhere to all conditions outlined in the Agreement.
